A year ago the BC Ferry, Queen of the North, sank after�striking the north side of Gil Island at a speed of 17.5 knots.� There were 101 passengers and crew aboard, all but two of whom were rescued by the community of Hartley Bay and the fishing vessel Lone Star.� BC Ferries has released�the Divisional Inquiry Report (and attachments).

- The contractor’s lay down area for dock installation remains in the parking lot just east of the old Q & R docks. Areas in the parking lot and drive lane have been fenced to allow for the contractor storage associated with the project. The contractor will remain in this area until the fall of 2007.
- Access to H dock slips and the fuel dock from land is only available down the I dock ramp directly west of the marina building. There is a connecting float from I dock to H dock. Access to F and G dock is now open via the sidewalk esplanade.
Please Note: Marina Office will now be open until 4:30 p.m. on Saturdays!

I received this email from one of the liveaboards at the La Conner marina run by the Port of Skagit County.
I am a live aboard on a sailboat at the La Conner Marina. I have been here full time four years running. I am raising my son onboard who is entering 6th grade at the local school nearby. Last week the new staff at the La Conner Marina approach the Port of Skagit County commissioners (there are three of them) asking that there be a revision of the ports rules and regulations concerning residential boaters. They want to do away with all live aboard agreements and want to give the live aboard’s until 31, May 2007 for “transition to other living arrangements.” The La Conner Marina staff is evolving SEPA and claiming among other things that the live aboard’s are not good for the environment. SEPA is a State agency which provides framework for other government agencies to make changes to rules and deals with other environmental impact issues. There is of course a rush hearing set by the La Conner Marina staff on 10, April 2007 in which the staff hopes to have the three commissioners seal the live aboard’s fate. Some of us have been living here over 15 years. There is also a long time resident who works for a none related state agency who lives here. There are people with disabilities here also. I realize that your association is for your local live aboard’s but it is my wish that you can join our fight. Please allow me to post this message on your blog site and I asked that if you or anyone can send us suggestions and or phone numbers of live aboard advocates, attorneys, anyone with knowledge and a kind heart will do. We are not setting here idly and have started the basis for a meeting and plan to band together for the good fight.

Just to let everyone know that a postcard announcing the April 16th meeting, seeking input on by-laws and calling for volunteers willing to serve on the board of the Washington Liveaboard Association were mailed today. These were mailed to everyone registered as a liveaboard with the marina – NO NAMES OR ADDRESSES WERE RELEASED BY THE PORT. The marina office facilitated the mailing; we provided the postcards (with postage), and they printed and stuck address labels onto them and put them in the mail. Al Hughes and Kim Boyce, thanks for your feedback and ongoing support of this process. The cards simply say:

The Washington Liveaboard Association (Shilshole Bay Chapter) is incorporated as a non-profit association with the State of Washington, and was formed for the purpose of serving its members’ interests. Membership is open to all liveaboards at Shilshole Bay Marina – and that includes you.
The Association needs bylaws and a board of directors to be a legal corporation in Washington State. At the April 16th meeting, members will have an opportunity to have a voice in the adoption of bylaws governing how the Association will conduct its business and elect is leaders. We also want your input before the meeting on these issues:
• the number of members who will form the board of directors
• whether officers will be elected by membership vote or by the board of directors
• what number will constitute a quorum and majority of the members and board
• whether the board should have regularly scheduled meetings

SHILSHOLE WEEKLY CONSTRUCTION ACTIVITIES
Week of March 19
- New Dock 9 and Multi-Use Float are scheduled to be open for use starting Thursday, March 22. The fenced area along the south apron will be cleared and the fence will be removed. Miscellaneous work remains to be completed on the new docks (including installation of the new hoist) once the items are received. All remaining work will be coordinated such that it does not impact use of the docks.
- The Contractor has completed the concrete work for new Dock 9 fixed pier. Installation continues on the timber fendering system. Miscellaneous mechanical and electrical work remains on the dock.
- Dock water and electrical installation continues on the Multi-Use Float.
- Existing Dock 9 demolition is substantially complete. New Dock 8 installation will start in the old Dock 9 footprint. This includes driving steel piling through the float using the vibratory hammer. Floats will arrive via truck along the West wall at a rate of 3 floats per day.
- American Construction Company typically works Monday – Friday, from 7:00 a.m. – 3:30 p.m. Currently, a Saturday shift has been added as well. An additional derrick (barge crane) has been brought on-site to assist with demolition and pile driving.

The Shilshole bicycle storage issue has been transferred to a Project Manager at Pier 69. The new Project Manager will be responsible for all of the bicycle storage issues at Shilshole. The Project Manager will review the current information and will notify everyone when an Advisory Group meeting will take place. Thank you for all you have done.
